Here is the montecarlo optimizer. This patch should actually be clean :-) Read the documentation and let me know if something doesn't make sense.

Unfortunately, on flute the boost version installed generates a warning in one of its headers and so -Werror has to be disabled. This is not committed

I also moved the various optimizer tests into one directory since there are too many test directories. The directions are not removed since I don' trust for complicated move/remove/add combinations.
