That's hardly a Modeller question, but you could try a Google search for pylab, which would quickly show you that pylab is part of matplotlib, installation instructions for which are shown at http://matplotlib.sourceforge.net/installing.html
On a Fedora Linux system, for example, "yum install python-matplotlib" is sufficient.
